Some flags have the name of the state right on the flag, but I prefer the simplicity of a type-free solution. With many flags--Arizona and Maryland, for example--one needs to learn the meaning of the symbol through education. A flag has the potential to help "brand" that state to the rest of the United States and to other countries. The star-in-a-circle element could work well as a logo for the state but would need an awareness program to give it meaning. Remember: Georgia is second from the bottom right on the map.
