Herzog & de Meuron has designed an airy glass addition for the top of a riverside industrial building—this time not on the Thames but on the Elbe. Hamburg’s new philharmonic hall, to be completed by 2010, will house performance spaces, a five-star hotel, luxury apartments, and a brewery. But the project’s real high note is the public plaza situated between the preexisting structure and the new lyrical cap that will offer panoramic views of the city and harbor.
